ROUTE 48 LAYTON LAKE DAM

To address the serious threat to public safety and provide a long-term solution, McCormick Taylor managed and provided preliminary engineering, final design, and construction phase support solutions for the repair of Layton Lake Dam.

THE CHALLENGE

Layton Lake Dam is located at milepost 3.06 of NJ Route 48 in Carneys Point Township, Salem County, NJ. The dam embankment carries NJ Route 48 in a west-to-east direction over Two Penny Run. NJDOT owns NJ Route 48 and maintains the dam and spillway of Layton Lake.

 

The existing dam did not conform to NJDEP Dam Safety Standards, and the bridge over the spillway was in poor condition. The spillway, bridge abutments, retaining walls, and wing walls of Layton Lake Dam were determined to be affected by Alkali-Silica Reactivity, which  can cause expansion and cracking of the concrete resulting in structural problems and possible failure.

HOW WE HELPED

McCormick Taylor was responsible for managing and completing preliminary engineering and final design for the upgrade of the dam, a full bridge replacement, and roadway improvements along NJ Route 48. We also delivered services during construction.

The improvements to the Layton Lake Dam and NJ Route 48 Two Penny Run Bridge were approved and permitted by the NJDEP Dam Safety Section and included the following:

  • Raised section of NJ Route 48 to provide additional freeboard for the spillway design storm and improve roadway drainage

  • Complete bridge replacement utilizing high performance concrete for the deck and relief slabs; semi-integral abutments joint located outside the abutment to eliminate water seepage through joints and prevent corrosion and deterioration of the bearings; and low-maintenance pre-stressed concrete beams were used, avoiding the need for painting

  • New dam spillway to pass the 100-year-storm design

  • Upgraded drainage pipes/inlets/outfalls, MTDs, and bio-retention system

  • Vertical realignment of NJ Route 48 in the immediate vicinity of the dam now meets criteria for minimum design speed

RESULTS

The finished project successfully brings Layton Lake Dam into compliance with NJDEP Dam Safety standards, mitigates flooding issues along the crucial roadway, and the replacement of the bridge over Two Penny Run improves safety for motorists. The quality of life within the community has been bettered not only by these structural upgrades, but also through improvements to pedestrian access and safety. Additional sidewalks were added to the project site, placed behind the guide rail for increased public safety.
