STUDLEY ROAD/RURAL POINT ROAD ROUNDABOUT

HANOVER COUNTY, VA

This locally-administered project consisted of taking the intersection of Studley Road and Rural Point Road and reconfiguring it into a single-lane roundabout.

THE CHALLENGE

The project was a high priority for the County given the intersection’s high crash rate and multiple fatality incidents at this extremely skewed intersection. In addition, it was the County’s first roundabout, with the adjoining land use consisting of an elementary school and large-lot residential properties. Therefore, both public involvement and schedule were critical elements of this project’s development process.

HOW WE HELPED

The project included new roadway, sidewalk, drainage, and signing/pavement markings.  The placement of the roundabout location was critical to minimize right of way acquisition and roadway approach improvements while also attaining significant safety benefits.  Additionally, the environmental requirements included following the National Environmental Policy Act (NEPA) and acquiring permits or clearances for stream and wetland impacts, threatened and/or endangered species, cultural resources (including architecture and archaeology), air, noise, and hazardous materials/due diligence investigations. Since the project was located within the boundaries of three National Register of Historic Places eligible Civil War Battlefields, our work included meetings with various historical agency staff, development of recommendations and cost estimates, conducting field investigations and research, and documenting the findings in a final report.

 

McCormick Taylor's primary services included roadway design to develop conceptual, preliminary and final design construction plans, traffic engineering, stormwater management and drainage design, right-of-way (ROW) acquisition, utility coordination, and preparation of bid documents. Additional activities included survey, preparation of ROW plats, lighting, and construction administration services.

RESULTS

This project reconfigured the intersection into a roundabout with softer approaches to improve driver safety and traffic operations. The design included curb and gutter and aesthetic surfaces for the interior of the roundabout. The roundabout design accommodated buses, farm equipment, emergency vehicles, and large trucks that travel this area of the County.
